Government of the People was commissioned specifically for the Municipal Services Building Plaza as part of the City's Percent for Art program. The massive sculpture with base towers over 45 feet high and was conceived as a symbol of democracy. Upon close inspection, the sculpture depicts a family--a father, mother and two children--supporting a young couple, the hope for the future. Above two adult figures hold a banner bearing the seal of the City of Philadelphia. With support from the Fairmount Park Art Association the sculpture was cast and installed after the artist's death in 1973.
